How the process works →

A country you come to visit and then do not want to leave

A calm pace, plenty of space, warm people. We know both sides, the holiday and the arriving for good.

Why Paraguay

What draws people here

Paraguay rarely makes the news. For many people, that is exactly the point.

More life for less money

Housing, food, trades and services cost a fraction of what is normal in Germany. Anyone arriving here notices quickly that the same budget carries a very different daily life.

A quiet position, quite literally

Paraguay lies far from the conflicts currently occupying Europe. The country is restrained in foreign policy and stable internally. For many, that is precisely the reason to build a base here.

Climate and nature

Warm all year, long summers, mild winters. Plenty of green, plenty of space, little crowding. Citrus, mangoes and avocados grow in the garden without much effort.

Residence: simple and affordable

Two years of Residencia Temporaria, then the application for the permanent one. The route is laid out in clear steps, the requirements are manageable and the costs stay within reason. As a foreigner you can buy land and a house in your own name. That is far from standard everywhere.

German-speaking community

German-speaking families have lived around San Bernardino and Asunción for decades. You are not arriving in a vacuum, you find people who have already walked the same road.

Close in culture and in time

South America feels more familiar to most people than Asia. Food, manners, public holidays, much of it rings a bell. Then there is the clock: Germany is four to five hours away, Florida and the US East Coast only one to two. Calls in both directions stay within a normal working day.

Frequently asked

Why Paraguay and not Asia?

In much of Southeast Asia you remain a guest in the long run. Residency is extended year by year, and owning land in your own name is often impossible for foreigners or only works through detours. In Paraguay you buy house and land yourself in the normal way, and the route to permanent residency is set out in manageable steps.

Then there is the time zone. Four to five hours difference to Germany can be handled day to day, ten or twelve much less so. Anyone who also deals with the United States sits on almost the same clock as Florida and the East Coast, where it is only one to two hours. And the cost of living is at a level many people know from Asia, without giving up your connections to Europe.

The cultural distance is smaller too. South America runs differently from Germany, no question, but eating habits, holidays, religion and social manners are much closer to European everyday life than what many people meet in Southeast Asia. Anyone who has lived in Spain or Portugal settles in here faster than they expect.

German-speaking contact

Ina Rodewald is your fixed point of contact. Communication in German, without a language barrier and without losing time.

📍

Team on the ground

Lucila Olmedo and the team are in Asunción and San Bernardino. Appointments, authorities and properties are handled in person, anywhere in the country.

🤝

One contact for both

Holidays and immigration from one source. If you visit first and stay later, you already have a partner. The Castillo can be the calm interim solution while your paperwork is running.

The people behind it

Who you are dealing with

No call centre and no anonymous agency. Two contacts you know by name.

Ina Rodewald

Your point of contact

First port of call for every question, in German. Ina coordinates enquiries, appointments and everything that has to be arranged between Germany and Paraguay.

Lucila Olmedo

On the ground in Paraguay

Looks after properties, appointments and the trips to authorities, notaries and tradespeople. She is there when someone has to be present in person, and handles the communication.

Network

And the specialists who come with it

A lot of the work is not done by us but by people we trust. Lawyers and notaries for purchase contracts and title transfer, tax advisors for tax questions, an architect and tradespeople for conversions, plus gardeners, pool service and cleaning for ongoing care.

We make the introduction, come along to the appointment and handle the language. Responsibility for their work stays with the specialists themselves, and that is how it should be.

Still undecided?

Drop us a line about what you have in mind. We will come back with the right route.

Frequent questions

How many people does the Castillo Paraguayo sleep?

For two to six people. There are three double bedrooms, two bathrooms and an additional guest WC.

What is the minimum stay?

The minimum booking is five nights. For longer stays just ask us about the price and we will make you an offer.

Is the pool only for the house?

Yes, the pool is on the property and is yours alone, as is the garden with its mature trees.

Is the house suitable for a first exploratory trip?

Very well indeed. The international airport is about an hour away, and from here you can reach Asunción and the surrounding area easily. Many people use the stay to look at the country before making a decision.

When is the best time to visit?

The most pleasant months are May to September. It is mild and fairly dry then, often around 20 to 25 degrees Celsius during the day, and nights can be cool. December to February is summer, with heat well above 30 degrees and strong thunderstorms. That is when the pool is worth the most.

Experience it first, then decide

The house

Modern, quiet, well thought out

Casa Ina sits in the Anastasia Circle in a quiet spot overlooking the lake. On a generous plot of 2,500 m² stands a modern, air conditioned house from 2022 with around 270 m² of covered space. A spacious living and dining room with fireplace, a modern fitted kitchen and a glazed conservatory with a view form its centre.

Two bedrooms with their own access, plus a room reached only through one of the bedrooms, and a gallery that works as another bedroom or a playroom. Two bathrooms, one with a walk in shower, provide room to retreat. Outside there is a private pool with natural stone edging, framed by bougainvillea, palms and banana plants. In the evening it is lit up. There is also a covered terrace and a sunny corner for breakfast. A quarter share of the lake in front belongs to the property, and you can swim there.

Solar panels generate around a third of the electricity, every room has an Ethernet connection and the house is fully earthed. A carport with a storage container and a large garden with raised beds complete the property. The neighbouring plot can be purchased in addition. Several German-speaking families live in the neighbourhood.

Two options

Move in yourself or rent it out

Casa Ina works as a home of your own and equally as a property you rent out. The area has an established German-speaking community and regular demand for temporary housing. If you are not permanently on site at first, the house can generate income in the meantime.

Whether that adds up for you depends on your goals and your situation. We go through the numbers, the effort and the options together in conversation. If you wish, we take on the ongoing management for you, from looking after tenants to garden and pool.

Planning to stay?

Purchase and immigration from one source

If Casa Ina is to become your new home, we handle purchase, authorities and residency in one go. For the time in between you can stay at the Castillo.

Arrive first, sort everything out after

Stay at the Castillo while the paperwork runs

Need somewhere to stay for the time being? Live in our holiday home with a pool while residency and property come together step by step. One contact for both. Or come for a few days first, just to look around.

The step is big. The road does not have to be.

We know the order of things, the offices and the deadlines. You make the decision, we organise the rest.

How it works

To Paraguay in four steps

First consultation

We look at your situation, your goals and a realistic timeline. Free and without obligation.

Plan

You get a clear sequence with tasks, documents and the costs to expect.

Execution on the ground

Authorities, property and contracts are handled by the team in Paraguay, in person and with the right contacts.

Settling in

Residency, housing and ongoing management. We remain your point of contact afterwards too.

Property

Buying a property in Paraguay

As a foreigner you can acquire house and land in Paraguay in your own name. That is one of the reasons many people choose this country rather than one where ownership only works through detours.

We view the property in person, gather the documents and check that the title is clean. We are there at the notary and handle the language. If you are still in Germany, much can be arranged by power of attorney, so you do not have to board a plane for every step.

Management

Property management, also from afar

Owning a house in Paraguay while spending most of your time in Europe only works with someone on site. We take on the ongoing care: we keep an eye on things, handle repairs, coordinate gardener, pool service and cleaning, and get in touch when something needs deciding.

If you want to rent your property out, we can also look after tenants, handovers and everything that comes up day to day. That keeps the house in shape instead of slowly deteriorating while you are away.

Building

Building and renovating in Paraguay

Running a building site from 10,000 kilometres away rarely goes well. For planning and conversion work we therefore cooperate with an architect we have known for a long time and with tradespeople who have proven themselves. We put you in touch with the right people and are reachable on site.

That applies to converting a house you have bought just as much as to a new build. The work itself is done by the specialists; we keep in touch, check on progress and report back to you. What makes sense in your case is best clarified in the first consultation.

Not everyone wants to leave right away

Plan B and a second footing

Many people who come to us do not want to emigrate overnight at all, but to keep an option open: a residence outside Europe, a house as a tangible asset, a second footing just in case. That can be built up step by step without giving up your life in Germany.

For some, a property in Paraguay is above all a home; for others it is a way to spread assets more widely and not have everything in one place. Which of those fits you depends on your situation. We show you what is possible on the ground, what it costs and how long it takes. The decision is yours.

What we do and what we do not do

Carmenas is a Paraguayan company. We accompany you on the ground in Paraguay: we arrange appointments, come along in person to authorities, notaries and tradespeople, handle the communication and coordinate whatever has to be done locally. Exactly what we take on in your case is agreed together in the first consultation.

Legal advice, tax advice and investment advice are expressly not part of this, neither in Germany nor anywhere else. Where legal, tax or financial questions arise, we work with lawyers, notaries and tax advisors in Paraguay and put you in touch with them. What applies in your specific case is clarified in the first consultation, with reference to conditions in Paraguay.

Frequent questions

What people ask first

How does immigrating to Paraguay work?

In two stages. First you apply for the Residencia Temporaria, valid for two years. After that comes the application for the Residencia Permanente. In parallel you receive the Cédula, the Paraguayan identity card. We are there at the appointments and handle the language.

Which documents do I need?

A valid passport, an apostilled birth certificate, a police clearance certificate with apostille, for married applicants the marriage certificate, proof of sufficient means and a declaration to respect the constitution. Everyone aged 14 or over needs the police clearance certificate. In Paraguay you also need a certificate from Interpol and one from the national police, which we obtain with you on site. Everything from Germany has to be translated into Spanish and certified. We take that legwork off your hands.

What applies if children come along?

Children up to 17 get their own residency application. If both parents are there, both sign it. If only one parent comes, you need a notarised consent from the other parent or a court ruling that permits the child to live in Paraguay. At least one parent must already hold residency or apply at the same time. From the age of 14, children also need a police clearance certificate. Sort this out early, because sending documents on from Germany takes time.

How long does it take?

The Residencia Temporaria is usually processed within four to eight weeks, longer when the authority is busy. For the Residencia Permanente you should then allow around eight to twelve weeks. No authority gives firm commitments; we keep you posted on the status.

Do I have to live in Paraguay permanently?

Not permanently, but you should be there regularly. The immigration authority has not published fixed limits for absences during temporary residency. Long stretches abroad can still put the permanent residency at risk, so plan such trips with us first.

Can I buy a property without living there yet?

Yes. Foreigners can acquire land and a house in Paraguay in their own name. Much can be arranged from Germany by power of attorney. We view the property, gather the documents and accompany you to the notary.

Does this also work as a plan B, without emigrating right away?

Yes, that is how many people do it. A residence and a property in Paraguay are first of all an option you keep open. You can look at the country at your own pace, proceed step by step and still stay in Germany.

Can I already live there during the immigration process?

Yes. Many people stay at the Castillo Paraguayo while paperwork and property are under way. That way you are present for appointments and get to know the area before committing.

Which language is spoken?

The official languages are Spanish and Guaraní. Your first contact and the consultation are in German, that is what Ina is there for. On the ground in Paraguay the accompaniment takes place in Spanish and English. How best to organise that in your case is something we look at in the first consultation.

Do you also advise on law and taxes?

No. We are a Paraguayan company and support you organisationally on the ground. Legal advice, tax advice and investment advice are expressly not included. For that we work with lawyers, notaries and tax advisors in Paraguay and put you in touch.

What does the support cost?

The authorities' fees arise independently of us. Our support depends on the scope you need. In the free first consultation we look at your case, after which you receive a concrete offer.

These details are a guide and not legal advice. The authorities' requirements change, most recently at the turn of the year 2026. What applies in your case is something we look at in the first consultation.
